Leadership Council
The Leadership Council makes important decisions and sets the strategic direction of the college, with input from all staff, faculty and students. The council is comprised of the president, vice presidents, deans and department directors. The group meets monthly.
President Phillip L. Davis
Phillip L. Davis serves as the President of Minneapolis Community and Technical College. He started his professional career as a police officer in White Bear Lake, Minnesota. In 1979, he joined the staff of the newly-formed Minnesota Board of Peace Officer Standards and Training where he helped to create the nation’s first police licensing system. His affiliation with the Minnesota State Colleges and Universities began in 1985 when he became Director of the Law Enforcement Training Center at Normandale Community College in Bloomington, Minnesota. Since coming to MCTC in 1992, he has served as Director of the Center for Criminal Justice and Law Enforcement, Associate Dean of Instruction, Executive Dean of Finance and Administration, Vice President of Administration and Planning and Interim President. He was appointed President in 1998. Mr. Davis holds a Bachelor of Arts degree from St. Cloud State University and a Master of Arts degree from the University of St. Thomas.
Vice President Lois Bollman
Lois Bollman is the Vice President of Academic and Student Affairs at Minneapolis Community and Technical College. Her first position was as an English teacher at Richfield High School. In 1979, she joined the Minneapolis Community College faculty as a reading instructor and later as the Coordinator of the college’s Learning Assistance Center. In 1989, Lois became the Director of Student Success with the Minnesota Community College System, leading system initiatives focused on college readiness, placement testing, developmental education and student retention. With the college and university merger into the Minnesota State Colleges and Universities, she continued working on those areas as System Director of Assessment. She returned to MCTC in 1999 and has served as Academic Dean, Associate Vice President of Academic and Student Affairs, Vice President of Strategy, Planning & Accountability and her current position. Dr. Bollman has a Bachelor’s degree from Augsburg College, a Master of Arts degree from the University of Northern Colorado and a Ph.D. from the University of Minnesota.
Vice President Scott Erickson
Scott Erickson is the Vice President of Finance and Operations at Minneapolis Community and Technical College. He came to the college in 2004 and has worked within the Minnesota State Colleges and Universities (MnSCU) for most of his professional career. He has worked for the State of Minnesota since 1979. Scott received the MnSCU “Chancellor Award” in 2000 and the MnSCU ”Outstanding Service Award” in 2005. Under his leadership, the Business Services Department has received the MnSCU “Excellence in Financial Management” award for the last six years and the Auxiliary Services Department has won the Commuters Choice Awards in 2007 and 2009 and “Outstanding Recognition” from MnSCU in 2011 for a transportation program they initiated at the college. He oversees the Auxiliary Services, Business Services, Facilities, Human Resources, Informational Technology Services, Parking and Public Safety Departments. Scott holds a Bachelor of Arts degree from the University of St. Thomas.
Associate Vice President Gail O'Kane
Gail O’Kane joined Minneapolis Community and Technical College in March 2011 as the Interim Vice President for Strategy, Planning & Accountability. In that capacity, she oversees institutional research, strategic planning, process improvement and activities related to the college’s accreditation through the Higher Learning Commission. Prior to joining MCTC, Dr. O’Kane served as System Director for Education-Industry Partnerships for the Minnesota State Colleges and Universities system, where she worked since 2005. Dr. O’Kane holds a Ph.D. in Neuroscience from the Massachusetts Institute of Technology and a Bachelor's degree in Political Science from Boston College.
